I definitely think in Texas you need to consult with an attorney of your choosing. It is pretty complex, there's a lot of nuances involved in adoption just in general, so I strongly recommended that you reach out to an attorney to discuss whether or not you will be able to adopt this particular, whatever particular child it is you are looking at with your specific situation.
